LoCaL’s City Climate Finance Training (CCFT) organises a two-day workshop around MedCOP to raise awareness on the impacts of climate change for local and regional governments of the Maghreb region.

Practices and inspiring solutions developed in other territories in Africa and in Europe will be highlighted.

Part 1: 3h workshop during MedCOP Climate – July 19, 2016

Prior to the first half-day of awareness, a plenary session will be held during the MedCOP Climate on funding, open to all participants of this event.

Session 1: Opening and presentation of the sensitization phase (45min)

Opening of the seminar:

• Representative of the Directorate General of Local Authorities, Ministry of the Interior of Morocco
• Representative of the National Federation of Tunisian Cities (FNVT)

A favorable international context to the action of local authorities in Maghreb:

• From COP21 to COP22: the Action Agenda towards climate compatible project funding strategies by local governments – Veronique Massenet, French Ministry of Environment
• Objectives of the seminar: Introduction to the Local program – Climate KIC representative and to CCFL program – I4CE and FMDV representatives

Session 2: Round table of participants (45 min)

The first round will be the opportunity to present the local authorities participating in the seminar, to listen to their comments and expectations regarding the seminar.

Coffee break (15 min)

These sessions are intended to remind the role of local governments in the fight against climate change in the Maghreb cities, and how these issues can be enrolled in local development strategies.

Session 3: What strategic vision for the development of urban areas? (45min)

Presentation of climate issues and local action in cities of the Maghreb – Representative of 4C 

Prospects for regional climate plans:

• Practice of the carbon footprint (mitigation), Mapping of Vulnerabilities (adaptation) implementation of Territorial Climate-Energy schemes – Representative of ADEME (France)

Session 4: Maghreb Cities and Climate Change: Taking account of climate risks in public projects (30min)

The translation of mitigation and adaptation at the local level, and their translation into urban areas in North Africa

Following the first part of the program the participants will gather around a festive event to promote exchanges.

Part 2: 3h workshop after MedCOP Climate – July 20, 2016

An introduction to the half-day will allow a round table to conclude the previous half-day introductory seminar, and to break the ice between participants to allow the start of financing the fight against climate change at local level.

Integrate the imperatives of climate change in the financing of urban investments (50min)

Through examples of projects, this session will present examples of major investment projects of Moroccan and Tunisian cities that integrate the fight against climate change (directly or indirectly), but also actions that promote energy saving policies, the fight against floods, the improvement of the collection and treatment of waste, etc.

The session will highlight some of these projects while focusing on the financial arrangements implemented by local authorities to achieve them. The debate will then be focused on identifying the main conditions for a successful integration of climate change in these investments and issues.

• Financing a more efficient and less CO2 generator transit service in Morocco – CODATU representative
• Integrated Efficiency Strategy of urban waste in the Maghreb, Perspectives on the towns of Beni Mellal (Morocco) and Sfax (Tunisia) – Representatives of the CoMun WAMA-Net networks (Waste Management Network) in Tunisia and in Morocco REMADU

Economic and financial solutions applied in the Maghreb to promote local action against climate change (45 min)

The session will briefly introduce the different opportunities to raise the necessary funds on the whole chain of projects, from the planning to the implementation and management of the projects, which will be detailed during the 2 day workshop to follow on building local capacity.

• Integration of climate finance in national funding sources
• The use of dedicated funds for climate and carbon finance projects

Presentation of the September seminar and closing of the session (15min)

The closing session will take allow to review the achievements of this first stage of the seminar and to recall the main points of the 2-day workshop scheduled in September.

September 2016- region of Rabat-Salé-Kenitra

A two-day capacity building workshop for local actors in the buildup of viable projects (economic, social and environmental sustainability, selection of offers, etc.), development of funding strategies and identification of available resources (donors, private partners, etc.);

November 2016, Marrakesh, during the 2nd Climate Summit Local Leaders, during the COP22

A sharing forum to foster dialogue between different stakeholders (local elected officials, technical and financial partners, investors) who will present on one side resilient and climate-friendly projects by local governments and on the other side technical and financial solutions offered by partners.

This exchange will seek to create opportunities for action in the territories, facilitate understanding and the meeting between the players and accelerate the implementation of projects.

This training program will gather approximately 40 people representatives of:

• Moroccan local and regional Governments (Agadir, Casablanca, Marrakesh, Fes, Kenitra, Rabat, Salé, Region of Tangier, Region of Rabat-Salé-Kenitra, Chefchaouen, Oujda, Tétouan, Tiznit, Taroudant, Beni Mellal) and Tunisians (Tunis, Sfax, Sousse)
• European local and regional Governments (Region of Brussels Capital, City of Paris)
• Networks of local governments (FNVT, AMPCC, ICLEI, Medcités)
• Private sector (International MEDEF, Egis Bceom International, Transdev, Casa Transport, Suez Environnement, Carbonium)
• Partners in the development (AFD, GIZ, EIB, BM, UNEP, UNCDF)
• National Institutions (ADEREE, FEC, CPSCL)
